What is it supposed to be, exactly?
Just NATO symbols randomly placed, I believe, mocking the tendency of certain campists to make such maps with little-to-no relation to reality (such as one posted on this very comm claiming embassies of NATO states as a NATO base)
Had a nice laugh at the Beijing “NATO base” on that map a while back
