You don’t have to be a good polity to enjoy the protections (or, at least, the framing) of international law. “The US bombs who it (or Israel) wants to, for whatever reason it wants to! USA! USA! USA!” is not a foundation for international stability. It’s not really a foundation for anything except diplomatic and economic isolation from the rest of the world. See: Russia.
